Tablix headers not repeating in SSRS 2008 when group footer spans multiple pages

I have created a Tablix report with a 2 row group header 1 detail row & a 2 row group footer.

The group header has been setup to repeat on every page (Static Rows) = KeepWithGroup After & RepeatOnNewPage True

My first row of the group footer is a Total Row, the next row contains a memo field (which can be quite large spanning multiple pages).

If the memo spans more than 1 page then the Group Header is removed and the page number does not increment.

Please help, I am new to ssrs and I'm sure I am doing something wrong.
